The Statewide Health Coordinating Council shall:
  1. Assist the Statewide Health Planning and Development Agency (SHPDA) in the development of the Health Systems Plan (HSP);
  2. Review and make recommendations to the SHPDA on the HSP; and
  3. Make recommendations to the SHPDA on an application for a certificate of need.

The Health Systems Plan (HSP), issued every five (5) years and reviewed annually, guides health policy in the District by presenting data to:
  1. Articulate issues with respect to maintaining and improving the health of District of Columbia residents
  2. Demonstrate health care trends over multi-year periods
  3. Identify health needs of District of Columbia residents
  4. Identify needs of the health care delivery system
  5. Prioritize health care issues.
 

commission membership

The Council shall be comprised of fifteen (15) members appointed as follows.

Fourteen (14) public members appointed by the Mayor including the following:
  • Four (4) consumers of health care services in the District who are not affiliated with any health care provider or facility
  • Five (5) public members
  • Two (2) representatives of incorporated associations of health care facilities in the District
  • One (1) physician representing an incorporated association of professional physicians in the District
  • One (1) nurse representing an incorporated association of professional nurses in the District
  • One (1) representative of an incorporated association of the health care insurance industry in the District

The following government representative appointed by the Mayor:
  • Department of Behavioral Health (DBH) designee

time commitment

The Council meets monthly.
